Phil and Riot head to Austin, Texas, to take on Psycho Miko and his gang, Barrio Azteca, who are extorting money from an entire neighbourhood. It’s a tricky situation; normally their missions involve getting rid of one person, not five. But the reward is worth it. So much so that Phil and Riot wonder how the neighbours can afford it. What they don’t know is that behind the idea of taking down Barrio Azteca and helping the people of Franklin Park pay for it is Alastor Monro. It seems he’s back when everyone thought he was dead in the fire that burned down the Santa Rosa Reformatory. His intentions, whatever they are, are not good and will be revealed in the second story arc.
